Brown the ground beef in a skillet over medium heat, stirring frequently. Add soy sauce and hoisin sauce, mixing well. Cook until beef is fully cooked through.

Add shredded carrots and chopped bell peppers to the pan. Sauté with the beef for 3–4 minutes until vegetables are tender.

Submerge rice paper wrappers, one at a time, in warm water for 10–20 seconds until pliable.

Place softened rice paper on a clean surface. Add beef and vegetable mixture with fresh basil leaves in the center. Fold in the sides and roll tightly to seal.
