Preheat the oven to 190°C. Grease a 23 x 33 cm baking dish with oil or non-stick spray.

In a skillet over medium heat, brown the ground beef, breaking up any clumps, for 5–7 minutes. Drain excess fat.

Add chopped onion and minced garlic to the skillet. Cook for 3–4 minutes until the onions are softened and translucent.

Spread the beef mixture evenly in the prepared baking dish. Arrange the potato slices over the beef in an even layer. Season with salt, black pepper, and Italian seasoning.

Sprinkle cheddar and Parmesan cheeses uniformly over the potatoes. Carefully pour beef broth or water around the edges of the baking dish.

Cover the baking dish with foil and bake for 30 minutes.

Remove foil and bake for an additional 15–20 minutes, or until the potatoes are tender and the top is golden brown.
